The economic of Russian Internet raise the grows rate and its influence as a media channel becomes stronger. RAEC sets a price for a value of the Russian Internet as a several bln dollars and prognoses its increase by 30% in 2012.

So, due to this a law about child security from the Information, that provide the creation of the blacklist of sites and blocking illegal content in the Runet.

However this method is too cruel and this can cause the “arm race” between Internet users and a state, that none of the countries can win without destroying the Internet at all”, concerning the current situation.
