There is scandalous photo in the Internet



Chinese bloggers decided to show their fantasy and made a provocative collage.

They compose a photo of the US president Barack Obama and the President Xi Jinping with a picture of Winnie the Pooh and Tigger, according to foreign Internet sources.

The photo of Jinping and Obama had been made on the meeting in California. And the picture they found in the famous Disney cartoon.

The collage quickly spreaded in the Internet. Bloggers pointed out that there are a lot of things in common between the photo and the picture. First of all, the landscape of the photo coincides with the background of the picture. And secondly, cartoon characters are look like the representatives of the two states.

In China there is a censorship over the Internet, that is why some time later after the publication of the collage has been removed.


Such politically dangerous words as “today”, “tomorrow”, “big yellow duck” were prohibited in Chinese Internet.



Chinese authorities have increased censorship over the Internet on the eve of the anniversary of the tragic events at Tiananmen Square in Beijing, where in 1989 a peaceful demonstration of students was brutally suppressed. Hundreds of them were dead.
 

Starting on Monday in popular micro blogging service - Sina Weibo ( Chinese analog of Twitter) search requests that include such words as “today”, “tomorrow”, “this year”, “special day” and also different combinations of numbers that can mean June 4, 1989, for example 6 - 4, 64, 63 + 1, 65 – 1, writes The Guardian.

Instead of the search results users got a message like this “the results of the current request cannot be shown concerning a law”.

However users were trying to circumvent the ban using indirect links for the tragedy. One of such way was using pictures. One of them is the famous photograph made at Tiananmen Square in 1989 - three green tanks and a man standing in front of them. To deceive the censors, users have restored the scene, using parts Lego Kit.

The other picture shows the tank instead of a big yellow inflatable duck - art installation created by the Dutch sculptor Florentino Hoffman as a symbol of the lack of boundaries between people and countries.

However, most of these images were also removed by censors later. The words "big yellow duck" have been blocked in the second half of the day on Tuesday.

Russia will not get the sovereign right to regulate the Internet

ITU ( The International Telecommunication Union) published the regulations text, that had been signed by the countries-members of this Union at the conference in Dubai. This regulation had not been changed since 1988 and it was expected that it will include several points about the Internet in the future. A number of countries, including Russia offered to allow ITU countries, according to this document, to regulate domain data and addresses in their countries. China, Iran, Sudan, Saudi Arabia, Alger, Bahrain was Russian allies, but their offer faced with a serious opposition.

“New regalement offers countries to develop their position according to the Internet question, it means technical issues and ITU state policy”, - said the press service of Russian Ministry of Communications on Friday. The resolution of ITU members charged MC general secretary with taking measures to allow RMC to play an active role in broadband communicating and Internet model developing, as it is said in the report. “The paragraph 3.8 reflects and juridically consolidate current situation in this sphere”, said the MC representative, “but the delegations from Canada, Australia and several other countries didn’t agree with it”.

The offer to give rights to national Internet regulating caused a kickback among the trade members. Google accused some countries of the intention to “get the Internet control”, that will cause( according to their opinion) a censorship. Though, during the conference Hamadoun Touré the MC general secretary said that the matter is not about the Internet contents controling and the Internet governance. The document is oriented on technical standards development for International telephony. It is not right to consider the ITU conference as a discussions of the Internet freedom, proves Andrey Kolesnikov, the president of the Coordinating Internet Domain Centre.

According to the information from Russian ministry of communications more than 100 countries signed the regulation. But the USA, Australia, Canada and a number of EU countries didn’t agree with this regulation, despite the most arguable articles about the Internet have been excluded. Countries that didn’t sign the contract will not follow this recommendations concerning issues about roaming, Internet etc.

China intends to straighten up the Internet control

According to a web resources, Chinese authorities considered the possibility of the adoption of legal measures, aimed at “stopping rumors and vulgarity spreading”

However, any additional limitations, according to user’s point of view, will negatively effect a development of the Internet sphere and will limit the freedom of speech in more intense. Even now Chinese web companies use special programs for a content monitoring, messages with “illegal content” blocking and deleting. “Politically unconscious” posts, “provocative publications’ etc. are filtered and deleted.

UNO decided to control Internet

The Internet is familiar to everyone. Nowadays Internet content is very important, that is why all world powers want to control it.

So, who will control it?

Today the main Internet regulators are several American non-government organizations. they are IETF, W3C and ICANN. Officially they do not depend on governmental and intergovernmental organizations. But practically American authorities have a great influence on them.


Russia, China, India, Brazil and Iran are the countries that support the extension of ITU power. USA afraid that if this countries get the right to influence the Network regulatory policy they will limit the freedom of speech and raise censorship.

Independent Internet in fact is between the devil and the deep sea. The regulated companies are in the USA and they are influenced by the American Power. From the other side if the Iran, China or Saudi Arabia get the right to vote it is unlikely that the Internet will be as free as now.

Washington worries the possibility of the Internet control transfers to UNO as it  was announced by the USA State Deputy. According to experts Americans concerns primary are connected with economic interests. Huge American Internet corporations want to influence on rules that regulates the Internet. In general experts believe that the USA opinion is a combined position of all biggest Internet companies.

Iran began testing the national Internet


The Iranian authorities began testing their Internet. If necessary, it will be easier to isolate users from the global Internet, experts say. Today there are 5,000,000 URLs locked.

Iran has entered the testing the Internet national project, also known as "Halal Internet"." It was reported by the Tehran authorities. The first step, according to the minister of information and communication technologies Iran Reza Tagipur, began on September 21 in 29 of 31 provinces. All government agencies connected to the state inner computer network without connection to the global Internet. By March 2013, the second step of the project, a "national Internet" that is supposed to be available to all Iranian universities, as well as to ordinary citizens, writes BFM.ru.

The Tehran authorities deny the intention to isolate the Iranian Internet users from the rest of the world, in which many foreign observers suspect the Iranian government. "Isolation of the world's Internet will impose sanctions on Iran for themselves. It would be illogical," - said former Minister Mohammad Soleimani in an interview with the Iranian student news agency ISNA.

"I do not think that the Iranian government has necessary resources to implement such a complex project as a long-term and complete isolation of the Internet and turn it into an intranet," - said user Ali in the interview with DW Tehran Internet. Because of strict sanctions adopted by the international community against Iran, Tehran will be difficult to acquire appropriate software, said Ali. At the same time, he acknowledged that the Iranian leadership is concerned about the plans.

In turn, a London Iranian online activist Amin Sabet said: «Iran’s national Internet does not have the exact data. I do not believe in the fact that the Iranian government has the necessary infrastructure to create a national Internet or in the ability to close the World Wide Web access for users of this country. «However, the State is fully capable of quickly interring  in the work of the Internet and disabling certain pages, as happened with the services of YouTube and Gmail American company Google, Sabet said.

Following the model of China and Myanmar

In July 2012 the Iranian minister of information and communication technologies Tagipur Reza said that "for the 95% of the use of the Internet in Iran the international access is not required."

Representatives of the Tehran government insist that "Halal Internet" is the best way to "protect the religious and national values" of the country. However, experts are still critical about Iranian project "National Internet".

E-mail as a risk factor

Internet must be under the control

There was a day in November branded as “American Censorship Day” , it is a day of opposing current legislation in Senate and the House of Representatives which is supposed to represent Internet control.

HR 3261 content more known as Stop online Piracy Act (SOPA) aims to “eliminating the financial incentive of stealing mental property on-line” , it makes possible to cease advertisers from providing money to some domain names hosting illegal material according to copyright laws.

The bill also states that if a site does not provide any attempts for taking down infringing materials, Internet service such as time warner or AT&T is able to give blocking for some users from visiting websites.

There is no much attention paid for the bill that blurs the line between allowing censorship and protecting mental property. It is because the bill does not distinguish how a domain claims responsibility for the information that it is being posted by own users.

The bill also does not take any mention to the content information that is not so expressive.

In other words the legislation does not target websites specifically.

The attempt on behalf of the government regulates all that is viewed by American citizens on the Internet.

According to the possibilities of the House of Representatives Matthew Jarvis, a CSUF political science professor draws up the bill without intending to pass it. Jarvis cited an attempt for reinstating military draft in 2004. The bill did not pass, it has been taken to make a statement.

Most of Congress members did not approve it for taking a stand, because the bill may fall along the same lines।

One more thing is to be added HR 3261 has some committee hearings that does not make possible to set the date for voting according the bill.

All this is recent proposal of the government in the frames of taxing and censorship control regulations in the Internet.

Now it is obvious HR 3261 is simply a proposal that is not voted on. There can be a debate concerned with cons and pros of the web. That is why HR 3261 should be debated or even protested.

I oppose the web is being controlled and regulated. The Internet should be overly regulated, Internet relates the business being effected from overtaxation. Internet service may sometimes effect the economy.
