North Korea blocked the access to the Internet for tourists

Despite the fact that about a month ago the authorities of North have allowed foreigners to use Skype and send photos on the Instagram they made a decision to prohibit mobile Internet for tourists once again.


According to the words of one of local tour operators the access to the 3G for the Korea visitors is now unavailable. It is still possible to buy SIM-card for making international calls but still it is prohibited to connect the Internet from the smartphone.

We remind that leaders of North Korea where the Internet is strongly controlled by the government, several weeks ago have made these restrictions easier for foreigners and have opened the access to the 3G-nets.

According to the North Korea Tech it was strongly prohibited and tourists had to leave their electronic devices on the state frontier.

It should be noted that even citizens of Korea can use only simple services like MMS messages or the subscription on the state newspaper Rodong Sinmun.

Experts think that North Korean authorities are likely decided to block access because they do not like the increased interest concerning the inner life of the country. Besides it became known about 3G blocking at the same day when North Korea declared about the provocation of the United States and brought their artillery and missile units to full readiness.

Putin demands to block a radicals’ propaganda in the Internet

The president Vladimir Putin demand to act decisively when neutralizing of different kind of extremists and to block any attempts of radicals to use the Internet possibilities for their propaganda.

“When neutralizing of any kind of extremist structure it is necessary to act maximum decisively and block attempts of radicals to use informational technologies, Internet and social networks’ resources for their propaganda”, - said Vladimir Putin on the enlarged session of the Federal Security Service collegium.

At the same time he noted that effective opposition demands not only carefully planned special meetings but also legal and juridical cleanness.
Earlier “Yugopolis” reported that the State Duma is going to make a law of Internet regulation.

The Internet censorship in Russia

103 criminal offences of network’ users, 208 facts of administrative burden and 609 cases of access limitation was registered by legal annalists of inter-regional human rights association “Agora” in 2012. They registered 47 cyber attacks per year, 27 civil claims concerning bloggers and 49 politics and authorities offers of Internet regulation. In comparison, in 2011 it was registered 38 criminal offences, 173 acts of administrative burden, 231 cases of access limitation, 31 cyber attacks, 11 suits and 5 net regulation offers. The total amount of Internet freedom violation comparing with the last year raised almost on 2.5 times (500 - in 2011, 1197 - in 2012).
It was for the first time when the Internet started to be considered by the Russian government as a source of the threat of its wellbeing and stability. It was indicated by the increased number of limitation cases and offers of Internet regulation none of which do not include freedom guarantee but was aimed at straightening of the control and introduction of new types of censorship, as it was said in the “Russia as a global threat for the free Internet” report published by the “Agora” Association.

It was registered a big increase of cases concerning Internet freedom limitation by the Russian authorities that can be seen practically in all areas. Besides the report analyses crimes against bloggers and Internet-activists and also the investigation of these facts and Internet-censorship.

2012 became critical for the Russian Internet which quickly leave the periphery of political life, demonstrated the great opportunities for the self-organization of active citizens, and thus attracted the attention of the authorities. The closest fight for free Runet is going to be in spring when in the spring when the Duma scheduled a discussion of the law “About the Internet” - forecast in the report the legal analysts Association Agora.

Human rights activists say that in comparison with the last year the number of federal subjects, in which the Internet right is systematically limited have increased. In 2011, there were 35 subjects, in 2012 - 38. Meanwhile, the number of subjects in which users are experiencing pressure ( violations highlighted on the map in red color) increased from 4 to 9.

THE USA can refuse a visa for developer of Chinese Great Firewall on January 28, 2013

The official site of the White House there are a petition that calls Obama’s administration to refuse the USA visa for the people who help to censor Internet. The petition include 3 Chinese specialists participated in development of the Chinese Great Firewall (GFW). Great Firewall is a system of Internet resources’ filtration in China that is realize the censorship in this country.

In the petition to the White House is said that if someone use his own skills and technology for blocking Internet access for people for the benefit of the government than other countries should fight with such a policy. The petition should collect 100 000 subscriptions till February 24 to have the official consideration and the administration’ answer.

So by the January 27 there are 6 000 subscriptions. It is still unknown who was the initiator of this action but the mentioning there of 3 Chinese experts who work on the Great Firewall cased many disputes in the Chinese social networks. Some people support the application but some think that it is a violation of the scientists’ rights.

IP settings

IP/ TCP makes the language definite in computer settings while connecting it with other computers in the net. The most recommended protocol is Dynamic Host Configuration Protocol (DHCP). It addresses to the computer automatically, provides the support to the network. Do not change the settings in case you move your computer in other location if you use DHCP, DHCP does not require manual configure settings such as domain name system or windows internet name service.

1. You are to open network connections clicking the start button, clicking control panel, clicking internet and network, sharing center and then pressing manage connections in the net.

2. Right –click the connection one may see your change and then press the option properties. An administrator may see a prompt or confirmation, provide confirmation, and type the password.

3. Press the button the Networking tab. Under the connection use the following item, then click internet protocol version 4 (IPV4/TCP) or Internet Protocol Version 6 (IPv6/ TCP), press click properties.

In order to specify IP address settings follow the instruction:

Obtain IP settings automatically, click the button Obtain an IP address automatically, click OK

Specify an IP settings and address, press Use following IP address, the IP address, Subnet mask, type IP address settings in Default gateway boxes

To consider IPv6 IP address make the following actions

Obtain IP settings; click Obtain an IPv6 address automatically, press OK.

Specify an IP address, press Use the IPv6 address, Subnet prefix length and Default gateway boxes, type necessary IP address settings.

DNS server address settings require the following actions:

To obtain DNS server, click automatic settings, press the button Obtain automatically, and click OK.

DNS server address specification requires the click on the option Use the following DNS server address, in Alternate DNS server boxes and preferred DNS server, insert the address of both primary and secondary DNS servers.

Specifying a DNS server address requires click on “Use the following DNS ” server address, then goes Preferred DNS server plus alternate DNS server boxes together with the primary and secondary DNS server.

- For changing DNS, WINS and IP settings use the option Advanced.

Moscow schools will have Free Wi-Fi with censorship

JSC “Moscow city telephone network” won the Moscow Department of Informational technologies competition on organization of 3 thousand wireless Wi-Fi Internet connections in Moscow schools. This system will filter the schedule that will limit the access to prohibited resources and sites that offer illegal help for students to make their exams and tests as it was reported by the company’s press service.

“Wi-Fi will give teachers more opportunity for using digital educational resources. It is very important that each school can make it’s own access”, - said Aleksandr Gorbatko, the department’ deputy administrator. 

The Wi-Fi will be spanded in educational institutions till the ens of February 2013. A state contract was concluded on 2 years. Today Moscow Department of Informational technologies provides Internet for 4,5 thousands of schools. Also according to the state contract the department will place in schools 6 thousands of security cameras.
